  5. Pour 1 cup salsa over beef mixture, distributing evenly across the surface.
  6. Sprinkle 1 cup shredded cheddar cheese atop the salsa layer.
  7. Mix cornbread batter in a bowl using ⅓ cup milk, 1 egg, and contents of cornbread mix box.
  8. Pour cornbread mixture uniformly over cheese and beef layers in baking dish.
