- Distribute half the beef mixture over tortilla strips.
- Sprinkle 1 cup shredded cheese across beef layer.
- Repeat layering with remaining tortilla strips, beef mixture, and another 1 cup cheese.
- Pour remaining enchilada sauce over top, ensuring complete coverage.
- Cover dish with foil and bake at 350°F for 20 minutes.
- Remove foil and continue baking 10 more minutes until cheese bubbles golden brown.
